Đồng Nai là con sông nội địa dài nhất Việt Nam, bắt nguồn từ cao nguyên Lâm Viên, chảy qua nhiều tỉnh thành ở miền Nam, trước khi đổ ra biển. Con sông này lớn thứ nhì Nam Bộ, chỉ sau sông Cửu Long, là huyết mạch giao thông, là nguồn nước ngọt quan trọng, cũng là nơi cung cấp hải sản trọng yếu của cả miền Nam. Đoạn sông Đồng Nai chảy ngang thành phố Biên Hòa, do sức nước tự nhiên, bên bồi bên lở tạo thành một khoảng trũng hình vòng cung khiến lòng sông phình ra, giúp giảm lực nước chảy trước khi rẽ nhánh bao quanh Cù Lao Phố. Đây là quy luật phát triển tự nhiên của sông hàng trăm năm qua.

Năm 2014, công ty cổ phần đầu tư- kiến trúc- xây dựng Toàn Thịnh Phát ra dự án xây cất và tu sửa khu đô thị Pegasus Riverside dọc bờ sông thành phố Biên Hòa, được cấp phép của Ủy Ban Nhân dân tỉnh Đồng Nai, nhưng ngoài việc tu sửa bờ kè và phát triển mỹ quan đô thị, lại bao gồm việc lấp sông trên một diện tích khổng lồ đến 7.1 ha, chỗ lấn ra xa nhất đến 100 m, dài 1.3 kms, để lấy đất xây thêm các công trình thương mại khác nhằm mục đích kiếm lợi nhuận.

Hậu quả của việc lấp một diện tích lớn sông Đồng Nai bóp nghẹt dòng chảy như vậy rất nghiêm trọng, có thể gây ảnh hưởng đến toàn bộ khu vực, gây ngập lụt, xói lở cho các vùng xung quanh, ảnh hưởng nặng nề đến môi trường sinh thái, thủy vực, tài nguyên thiên nhiên và nhà cửa, đất đai của người dân, ảnh hưởng cả đến nguồn nước sinh hoạt của ba thành phố lớn là Hồ Chí Minh, Đồng Nai và Bình Dương. Hơn nữa trong quá trình thi công đã có nhiều sai sót, ảnh hưởng đến môi trường và đời sống tại đây. Dự án này triển khai vội vàng, chưa tham khảo và tiếp nhận đầy đủ ý kiến người dân cũng như các chuyên gia, chưa nghiên cứu kỹ lưỡng những hậu quả nguy hại trong tương lai, nên đã vi phạm Luật tài nguyên nước và Luật bảo vệ môi trường. Hiện nay người dân đang rất quan tâm lo lắng, các cơ quan truyền thông, cũng như một số chuyên gia và Mạng Lưới Sông Ngòi VN đều đã lên tiếng cảnh báo và đề nghị dừng ngay dự án.

Chúng tôi, những người ký tên dưới đây, vì quan tâm đến môi trường sinh thái và đời sống của người dân của tất cả các tỉnh thành dọc theo sông Đồng Nai, khẩn thiết yêu cầu Ủy ban Nhân dân tỉnh Đồng Nai rút lại cấp phép xây dựng, yêu cầu công ty Toàn Thịnh Phát lập tức dừng ngay mọi hoạt động thi công và di dời diện tích đã bị lấp, trả lại nguyên trạng cho sông Đồng Nai.

Petition to halt the Riverside project to save Dong Nai river.

Dong Nai is the longest inland river in Vietnam, derived from Lam Vien plateau, flowing through many provinces in the south, before emptying into the sea. The river is the second largest in South Vietnam, second only to Mekong River. It is the lifeblood of the whole region, is an important source of fresh water, and a major provider for all fisheries of the South. At the cross section through Bien Hoa city, the natural water flow and the distribution of alluvial combine to form an arc shape basin, allowing the river to swell and slow down before dividing into two smaller branches surrounding Cu Lao Pho Isle. This is the natural dynamics of the river for hundreds of years.

In 2014, Toan Thinh Phat Corporation started a construction and urban remodeling project at Bien Hoa riverside. Although approved by the People's Committee of Dong Nai, in addition to repairing the river banks and improving the urban landscape, it included filling part of the river over one huge area almost 7.1 ha, up to 100 m wide and 1.3 km long, to create new base land for more commercial building projects for profit.

Filling in such a large area of ​​Dong Nai River has major consequences. It severely restricts the water flow and can affect the entire region. It can cause major flooding, erosion of the surrounding area and heavily affect the whole ecological system, including surrounding waterways, natural resources, housing and land. It can pollute the drinking water of three major cities: Ho Chi Minh City, Dong Nai and Binh Duong. Furthermore, the construction process from the beginning has violated several guide lines, adversely affecting the environment and people's lives in the area. This project was implemented hastily, without properly seeking public opinion and consulting professionals, did not take into account possible harmful future consequences, and therefore has violated the Water Resources Law and the Environmental Protection Law. Vietnamese people both locally and elsewhere are very concerned and worried. The media, various experts and the Network of Vietnamese Waterways have all spoken to warn about the dire consequences and advised to immediately stop the project.

We, the undersigned, wishing to protect the ecological system and the lives of people of all the provinces along the Dong Nai River, urge the People's Committee of Dong Nai to withdraw the construction permits, and to request that Toan Thinh Phat Corporation immediately halt all construction activities, remove the materials already dumped into the Dong Nai river to return it to its original condition.

Pétition pour stopper le projet Riverside et restituer la valeur origine de la rivière Đồng Nai.

Đồng Nai est la plus longue rivière de l'intérieur du Vietnam. Dérivé du plateau Lâm Viên au centre du Vietnam, elle traverse plusieurs provinces dans le Sud, avant de se jeter dans la mer. La rivière est la deuxième plus longue du Sud, juste après le Mékong. Elle est une source importante d'eau douce, ainsi que le fournisseur de tous les principaux produits de la mer au Sud. La section de la rivière à côté de la ville de Biên Hòa, avec la puissance de l'eau naturelle, forme un bassin de forme d'arc, permettant la rivière à gonfler et à ralentir avant de se diviser en deux branches plus petites autour de l'ile Cù Lao Phố. C'est la loi naturelle de développement de la rivière des centaines d'années.

En 2014, la société Toàn Thịnh Phát a proposé un projet de construction et rénovation urbaine Riverside Pegasus, le long de la rivière à côté de Biên Hòa, et a reçu le permis du Comité populaire de Đồng Nai. Mais, elle a volontairement dépassé la limite du projet. Elle obture une partie de la rivière sur une vaste zone de 7.1 ha, avec l'endroit le plus éloigné empiété jusqu'à 100 m et sur une longueur de 1,3 km, afin d'utiliser ces nouvelles terres pour les projets commerciaux à but lucratif pour soi-même. 

Conséquence de l'étouffement de la rivière est sur toute la région, comme causer de graves inondations, l'érosion de la zone environnante et fortement affecter l'ensemble système écologique, y compris les cours d'eau environnants, les ressources naturelles, le logement et la terre. Il peut polluer l'eau potable des trois grandes villes Ho Chi Minh-Ville, Đồng Nai et Bình Dương. En outre, le processus de construction a de nombreux défauts, nuire à l'environnement et les vies populaire dans la région. Ce projet est mis en œuvre à la hâte, avec aucune références et reçoit l'opinion complètement non favorable du publique ainsi que des professionnels. Il n'a pas étudié les conséquences néfastes à l'avenir. Il viole la loi et les règles sur les ressources en eau et la protection de l'environnement. Actuellement, beaucoup sont très intéressés et s’inquiètent. Plusieurs médias, ainsi que d'un certain nombre d'experts et du Réseau de rivières Viet Nam ont donné des avertissement et ont demandé d'arrêter immédiatement le projet.

Nous, les soussignés, voulant protéger le système écologique et la vie des gens de toutes les provinces le long de la rivière Đồng Nai, demandons au Comité populaire de Đồng Nai de retirer des permis de construction et à la société Toàn Thịnh Phát de cesser immédiatement toutes les activités sur la rivière et de restituer sa valeur origine.
